Hawaii employers begin from a different baseline

Hawaii’s Prepaid Health Care Act creates state-specific employer health-coverage obligations. A WIMPER review should therefore begin with the employer’s existing coverage, eligibility rules, payroll practices, and advisor input.

The program is evaluated alongside existing medical coverage. It should not be treated as a substitute for the employer’s obligations under Hawaii law.

A practical fit screen

A stronger fit normally includes:

  • An established employer with 100 or more W-2 employees
  • Existing group medical coverage
  • Professional payroll administration
  • An executive sponsor who will review the numbers and process
  • Willingness to involve tax, legal, payroll, and benefits professionals
  • Enough census and wage information to produce a meaningful ProForma

Questions to settle before implementation

  1. Which employees are eligible under the proposed plan and existing Hawaii coverage rules?
  2. How will payroll elections and reimbursements be administered?
  3. Which expenses qualify under the adopted plan documents?
  4. How will nondiscrimination and ongoing documentation be handled?
  5. What assumptions drive the projected employer savings?
